As resilience challenges increasingly transcend administrative boundaries, cities and regions require new approaches capable of addressing the interconnections between urban, rural and natural systems.
Developed by UN-Habitat and the Regional Government of Catalonia, Towards Territorial Resilience: A Framework Overview presents a methodology designed to help territories better understand, assess and strengthen their resilience capacities at a regional scale. Building on more than a decade of experience supporting cities worldwide, the framework expands the resilience lens beyond the urban scale and proposes a structured process to diagnose risks, identify priorities and develop coordinated actions across jurisdictions and sectors.
Grounded in lessons learned from the pilot implementation in the Terres de l’Ebre region (Catalonia), the publication outlines the conceptual foundations, analytical framework and implementation roadmap for territorial resilience.
